The Law, in Plain Terms

Saudi Arabia's updated foreign real estate ownership law took effect in early 2026. Its executive regulation and the exact permitted geographic zones were approved by the Council of Ministers in June 2026.

A legally resident, non-Saudi individual may own one residential property up to 3,000 square meters outside Makkah and Madinah. Ownership is also permitted within designated zones inside Makkah and Madinah themselves, and without restriction (100%) inside special economic zones such as NEOM and Qiddiya. Non-listed Saudi companies with foreign ownership can also acquire property for business purposes under separate conditions.

Eligible zones are defined block by block, not simply by city. We verify whether a specific property falls inside a permitted zone before you commit to it.
